Call-Ins

When a member of Overview & Scrutiny feels that a decision has been taken incorrectly they have the opportunity to 'call-in' that decision. This postpones the decision and gives O&S the opportunity to consider it and refer the matter to the Executive, setting out their concerns in writing.

The following criteria is used to define Overview & Scrutiny's discretion in exercising their power to call-in a decision:

  • Non-inclusion in the forthcoming decision list.
  • Inadequate consultation.
  • Non-compliance with a relevant policy or protocol without sufficient reason.
  • Decision outside the Budget and/or Policy Framework.
  • Failure to consider a relevant matter or having regard to an irrelevant matter.
  • Failure to give proper reasons for a decision.
  • On the advice of one of the Statutory Officers (Head of Paid Service, Chief Financial Officer or Monitoring Officer).
