Scrutiny Review Program: 2004-2005
Past Reviews:
Travel Plan
Canterbury City Council is a major employer in the Canterbury area, employing approximately 850 staff, with around 80% based at Military Road (near to the city centre), who make approximately 1200 journeys each weekday on council business.
There is also a recognised problem with congestion in the Canterbury area, and the council is conscious of the fact that its own staff are contributing to this congestion.
The main objectives of the review were:
- Reducing traffic congestion in Canterbury
- Reducing parking pressures at Canterbury City Council offices
- Improving travel choices
- Setting a good example to other organisations
The review was meant to look into the commuting habits of council employees and identify opportunities for reducing traffic congestion. Council employees and other employers/employees in the area were consulted, and the results of the survey were used to implement an action plan to reduce the impact of council employees commuting to work, or on council business.

Planning Enforcement
The Planning Enforcement Team forms part of the Development Services division within the Community and Environment Services directorate. Enforcement plays an important part in the planning process, crucial to managing development and protecting the natural and built environment. Developmental Services are currently being reviewed as part of the Best Value Review programme, but it was felt that the particular concerns with Planning Enforcement would be best dealt with through a separate scrutiny review.
The review focuses on the efficiency and effectiveness of the work of the Enforcement Team, to see if improvements could be made in their methods and performance, and how to raise the profile of their work.

Community Safety
This illuminating project looked at all the issues surrounding community safety, the expanding role of councils in this field and how your city council responds to local needs. The review involved community groups from Herne Bay, Whitstable, and Canterbury to gather public opinion on this subject, and visits to the Public Safety Unit.
