Parking Enforcement
Management of on and off street parking resources are crucial to ensure a turnover of spaces for the benefit of both car park users and local residents. They ensure appropriate use of limited space within the District by penalising cars that are parked incorrectly. Furthermore, on street parking restrictions play a role in maintaining traffic flow and limiting highway danger. Turnover of spaces is ensured for the benefit of local business and car users. In addition, they ensure that spaces remain for spaces solely reserved for permit holders.
The Council is concerned to see that restrictions are applied in a fair manner and do not prejudice any group in society. We are also concerned to see that the work of Parking Attendants is seen as one of “deterrent” to those who seek to violate the charges and restrictions duly imposed by the Council, not that of catching as many people as possible for the sole purpose of issuing Penalty Charge Notices (PCN’s).

Sport Pitches
The Council owns and maintains a relatively large resource of sports pitches on sites throughout the three main urban areas. Usage of the sites has assumed to be declining, in line with a wider national picture of declining formal sports. However in the last three years there is some evidence that this is being turned around.
This review attempts to provide background information for the Council to enable it to formulate a strategy for Play area provision. It seeks to assess the following:
- How do we maximise usage of our sports pitches?
- How can we best measure the performance of the service?
- Fee structures
- Benefits of involving third parties in maintaining sports pitches
- External funding
